Feature title:  Requesting the RH internal builds for RStudio-Server, Quarto RPMs, and the required EPEL dependencies for the RHOAI RStudio image.

      Feature Overview:
Currently, the RHOAI notebooks team is building an RStudio image that includes the rstudio-server build. The team installs rstudio-server RPMs from the https://posit.co/download/rstudio-server/ in ODH. This worked for Tech preview, but as the image is pushed to GA, Konflux does not allow the RPM packages.

This will allow users to deploy their RStudio IDE, utilize R packages, and enable their ML workflows.

      Goals:
Provide high-level goal statement with user context and expected user outcome(s) for this Feature

      • RHOAI users; data scientists and data analysts.

We have multiple customers who are using RStudio in its tech preview state and have wanted the support offered in GA.

      Requirements:
This is a request for the AIPCC team to include these RPMs from EPEL or the RStudio Server:

      RStudio and Quatro spec files:

Here is a github repo where people are maintaining the RStudio and Quatro spec files, after it has been retired from Fedora recently. https://github.com/Enchufa2/specs/tree/master/rstudio. Spec file is MIT licensed.

      Done - Acceptance Criteria:
An RStudio Notebook image suitable for the Konflux GA requirements, ideal for users to deploy in their RHOAI environments (including disconnected ones).

      Documentation Considerations :

Will need to be changed to reflect GA requirements.
