Description of problem:

We are having issues with the ppc64le runner in builder repository. For example in https://gitlab.com/redhat/rhel-ai/wheels/builder/-/pipelines/2072624971 . It's unable to connect to the network: Failed to connect to gitlab.com port 443

There are performance problems with the ppc64le runner. It's sometimes really slow. For example https://gitlab.com/redhat/rhel-ai/wheels/builder/-/jobs/11508283588 took 45 minutes to build the container, although all layers were cached. The other CPU containers took a few minutes. The long build times are holding up our releases.
