Brief Explanation for request

Requirement for efficiently running the new Granite 4 (hybrid mamba) models. Will be included as a dependency for training-hub[cuda] v0.3.0 (https://github.com/Red-Hat-AI-Innovation-Team/training_hub/pull/14/files), as well as likely included for any other components being asked to support Granite 4 for RHAI 3.0 (vLLM, SDG, etc.)
