We need to set up a place for the torch team's builds to go. Since we are moving all of our hosting to pulp, let's go ahead and do that for these builds.

1. Set up "torch/$variant" repositories in the "rhai-staging" pulp domain.
2. For each, set up a distribution for that repository that automatically updates when a package is added to the repository.
3. Create a set of bot credentials to use to publish wheels.
4. Add the torch and other wheels to the right repositories.
