      Description of problem:

      datasets 4.1.0 requires pyarrow>=21.0.0 but pyarrow>=21.0.0 can't be built because our version of xsimd is too old (bug reported here: AIPCC-3653).

      Version numbers (base image, wheels, builder, etc):

      v21.11.0

      Steps to Reproduce:

      Install latest datasets

      Actual results:
