As part of RHAIIS 3.2.3 (October release) we need to update to the GA version of IBM's spyre stack, 1.0.0. The RPMs and wheels for 1.0.0 will be released to us via IBM's artifactory for which we already have access and are cloning in pulp.

The release of 1.0.0 is September 30th, which puts it in the middle of RHAIIS code freeze and release date (October 9th).

Expected changes: New RPMs and wheels. The RPMs will be signed for x86.

Note: IBM provides pre-built RPMs for consumption in the spyre ppc64le, s390x, and x86_64 images. These RPMs are signed by IBM and mirrored internally within Red Hat. The RPMs are built by IBM, and the RPMs are signed by an IBM Key and not with a Red Hat key. The Red Hat AIPCC team have obtained an exception from Prod Sec to provide these RPMs in Red Hat products. All security related issues, bugs, and feature enhancement requests are the responsibility of IBM.
