This feature tracks the package updates for vllm 0.10.1.1 on ROCm.

The dependencies changes will be documented in an ADR (TODO).

Context:

• There may still be further changes when v0.10.1.1 is cut
• The reasons that we need the packages is because they've been updated in upstream vLLM and we need them for the next midstream and later downstream release
