Results from the bootstrap phase are not cached. If any package fails to build, then bootstrap has to start from scratch. Only results from a successful pipeline are cached. We had several cases of build failure after > 6 hours.

Can we safely add a cache?

Perhaps this is more practical after we move to pulp for hosting wheels?
