Investigation spike to be able to define scope of work and requirements.

Based on current findings we need to do something similar to what was done in  AIPCC-3323:

• Dependency analysis
  • Define what dependencies are needed.
• Create a new collection for jupyter-pytorch
  • Includes adding a new collection to infra. 
• Update builder for jypyter-pytorch
  • Update the requirments as needed for the different desired variants.
