bootc-amd-rhel9:1.4 images have amdgpu driver from rocm 6.1.2

      # rpm -qa | grep amdgpu 
      amdgpu-dkms-firmware-6.7.0.60102-1781449.el9.noarch
      
      # ll /opt/
      total 4
      drwxr-xr-x. 8 root root 129 Jan  1  1970 rocm-6.1.2
      

      The rocm install is obviously 6.1.2 but the important part is the amdgpu driver. That rpm matches the amdgpu version from amdgpu 6.1.2 for rhel 9.4

      RHEL AI 1.4 is supposed to have rocm 6.2.3 to match the contents of the instructlab-amd container.

      I did verify that the instructlab-amd container contained in the bootc image (registry.stage.redhat.io/rhelai1/instructlab-amd-rhel9:1.4-1734009887) is using rocm 6.2.3
