Add check / linter to prevent container build-arg values with quotes

      AIPCC-2101 fixed a problem where a build-arg file had single quotes around the value. Podman's build arg file do not remove quotes and double quotes around values. We should implement linter or checks to prevent this from happening again.

      For AIPCC base images, the script build-args/regen-build-args.sh should refuse values that contain a single or double quote.
