Gitlab only provides Go binaries of download-secure-files for x86_64 and aarch64. There are no Power and Z binaries available. The builder repo uses download-secure-files to fetch a ".netc" file with a Gitlab PAT. The token is also available as an env var.

We might be able to get rid of the binary and just dump the variable into a file.
