Currently, fromager has a configuration feature to modify build requirements, but lacks similar functionality for installation requirements (Requires-Dist metadata). We need to implement this feature to allow users to customize dependency specifications in both source distributions and wheels.
This will help to avoid patching requirements files when building the wheels.
