Switch containers to RHELAL prod CDN

      Goal: 

      Switch the bootc and instructlab application containers to RHELAI RPMs from production CDN.
       
      Acceptance Criteria:

      The rhelai.repo file in 1.3 branch of all three bootc and all three instructlab repos only contains production CDN URL. Stage CDN and nightly compose are gone.
