Currently, requirement_resolver.py has multiple methods for resolution after it was refactored from bootstrap.

dhellman@redhat.com suggested that we should consider refactoring it to have a single resolve() method. The current resolver.py follows this pattern

Refactoring this takes us once step closer to implement multiple version bootstrap.
