We used the same descriptions for all of our pulp distributions, and so they all say "This repository hosts Python wheels pre-built by Red Hat...".

The sdist repos do not include pre-built wheels, so we should use a different description there.

The other repos include content built by us or our partners, so we should clarify that.

We should automatically add and update these descriptions when we run our upload as part of the build process to ensure that all distributions have accurate text and we have a way to update them.
