      Description of problem:

      Package request tickets created by the release dashboard are set to be
private with a security setting so only Red Hat Employees can see them. This prevents partners from viewing them.

      Actual results:

      Tickets have security level "Red Hat Employee".

      Expected results:

      Tickets are public.
