If a package is not on PyPI, our current packaging onboarding pipeline is not able to onboard that package. Example with https://issues.redhat.com/browse/AIPCC-10863 - the ticket provided an URL for the repo, we should improve the gather info step to collect the data from the ticket and analyze a backup plan if the package isn't found on PyPI.
