Description of problem:
The 3.3 job notebook-cpu-ubi9-x86_64-bootstrap-and-onboard is failing because Builder is no longer able to resolve tensorflow-cpu.
Version numbers (base image, wheels, builder, etc):
Builder v27.2.0 tensorflow-cpu 2.20
