Create a plugin to build mlflow-tracing from the midstream monorepo (red-hat-data-services/mlflow).

• Plugin should use GitHubTagProvider to resolve versions from midstream tags

• Download the sdist from GitHub releases (same tarball as mlflow)

• Build from libs/tracing/ subdirectory

• Add settings YAML with download_source.url pointing to midstream release

• Include comments explaining this package downloads a source archive named for another package (mlflow monorepo)
