In order to allow for installs when there isn't a pre-existing registry we should bundle the images needed for mirroring along with the tools (e.g. mirror-registry) in the in the ISO during the image creation (openshift-install agent create image). 

We need to include only the minimal subset needed in order to reduce the size of the ISO, potentially to fit on a DVD. Will need some feedback from PM as to the max size that can be handled.

We don't want to do this by default so will need to add either an additional command line parameter or a new field in agent-config to indicate that these files should be included.
