MGMT-8987 is adding support for 3 schedulable masters + 1 worker on day 1.

Discussing this with asegurap1@redhat.com Agent doesn't need to do anything specific to make it work but we will verify it manually before declaring this a supported scenario.

This is a Nokia requirement.
