Verify FIPS status as part of "agent wait-for install-complete"

      Guard against bugs such as OCPBUGS-57306 by verifying during openshift-install agent wait-for install-complete that if FIPS was enabled in the config, it is enabled in the cluster. This would ensure that we catch any errors in CI, as well as in customer deployments.
