      User Story:

      To reset a cluster, with late binding as the InfraEnv always exists, always contains the data built into the ISO, and is not associated with a Cluster, the UI can continue to implement a cluster reset by deleting the Cluster object and returning to the start of the wizard as it does now. It probably will need to unbind the hosts first. There will be no need for the agent-create-infraenv service to run again. The infraenv is never deleted.

      To unbind the hosts, the API is

      /v2/infra-envs/{infra_env_id}/hosts/{host_id}/actions/unbind
