      Based on the approach #3 from the design doc https://docs.google.com/document/d/1rnAUIKOaJLDhIOxIzQgk66oYaPUgpOdsno3_SgqDAg8/edit?tab=t.0#heading=h.onjx48w2uk3d , implement a POC.

       

      Use late binding of an infraenv. When a node is booted, it first registers an infra env and waits for the cluster to be created. From the agent installer UI, when user enters the first information on the first page such as cluster name , base domain etc and hits the next button at that time a cluster object is created. UI needs to remove the logic of always creating a infraenv, it should only create if infra-env is not present.
