Add e2e-agent-compact-ipv4-iso-no-registry job to the CI openshift/appliance repo

      The CI openshift/appliance repo does not have any job to verify changes impacting the OVE ISO.

      The goal is to add the e2e-agent-compact-ipv4-iso-no-registry job (in this https://github.com/openshift/release/pull/69719/files also a workflow will be added) to the appliance repo.

      Implementation details
      dev-scripts must be modified when building the https://github.com/openshift-metal3/dev-scripts/blob/a7ebd8590b66dc763d8310bc3a303f254fa16991/agent/06_agent_create_cluster.sh#L95, so that instead of using the agent-preinstall-image-builder image from the current release it will use the image currently built in the CI namespace for the job.
      Since the appliance image is not part of the release payload, it will also be necessary to inject the pullspec it directly in the CI job using the https://docs.ci.openshift.org/docs/architecture/ci-operator/#referring-to-images-in-tests
