Currently, the infra-env.yaml is embedded in the unconfigured ignition which contains most of the user input fields (proxy server, ssh public key, additional NTP sources) but for information such as static networking and rendezvousIP, the info resides in the nmstateconfig.yaml.

Add nmstateconfig.yaml into the unconfigured ignition.

The differentiating factor between appliance/config ISO and OVE ISO could be the presence of the sentinel file /etc/assisted/interactive-ui

It is very important that the appliance flow is not broken with this change and nmstateconfig should be included in the unconfigured ignition only in case of interactive workflow/OVE.
