Currently when the endpoint to retrieve the cluster credentials is accessed i.e.

/v2/clusters/{cluster_id}/credentials

It returns an error if the console operator is not yet available

console-url isn't available yet, it will be once console operator is ready as part of cluster finalizing stage

For the agent-based installer UI, its necessary to show these credentials prior to the cluster completion. Since the console url can be built prior to the cluster completion it should be returned for the agent-installer only.
