Support offline OLM operator installation in assisted-installer-controller

      The assisted-installer-controller (AIC) requires assisted-service (AS) to be available to fetch the OLM operator manifests to be installed. Since during the post-install actions AS will not be available, the new approach would be to generate a ConfigMap containing the required manifests (by assisted-service). AIC would use this CM instead of contacting AS, if available
