The height of the Project Explorer is limited to current content. There are two consequences:

1. If the content shown is wider, for any reason, than the available space, the horizontal slider-bar is located somewhere in the middle of the screen. This looks a bit strange.

2. If there are no assets to show, the Project Explorer is quite small in height. If you then want to select another project, the dropdown list is partially hidden.
