PNWL: Project Editor: Dependency grid does not show correct state

      The Dependency Grid in the Project Editor does not update nor correctly show the state of the PNWL. Add a dependency from the Artifact Repository and then change "Package white list" filter to "Add none". The grid content remains the same (i.e. "All packages included") but if you save and open PNWL in Administration it shows all packages are removed. Conversely if you change to "Add all" the grid does not change but opening the PNWL in Administration is correct.

      The issue appears to be caused by an empty PNWL file. If I add any old rubbish to it (e.g. org.cheese) then the text in the Dependency Grid works OK (i.e. changes to reflect my selection). If however I make the PNWL file empty then the Dependency Grid does not update to show my selection.
