When the mouse pointer is not over a column resize or column/row move "hot-spot" the default behaviour is to move the grid. However this is not suitable for when the grid is "pinned" as enabling movement of the grid disables the Layer's mediators and hence the "pinned" behaviour is lost. The default behaviour of moving the grid when no "hot-spot" is activate should only apply for when the grid is unpinned.
