Steps to Reproduce:

Login with an admin user.

Create a new user with admin role (Admin role has low priority).

Create a new group. Assign the group to the created user.

Set the priority of the group to high. Enable All Pages and set Security as home page.

Save.

Open permissions of created user. (Users -> <Created_user> -> Permissions).

Permission are correct.

Log in as created user. Security page should open as first but Home page is opened instead.

Open Security page.

Open permissions of created user.

Everything is enabled. (Not correct)
