Create Dashbuilder Runtime Image

Goals
As a Dashbuilder user, I want to have supported images to run Dashbuilder Standalone (dashbuilder-runtime) on OCP.

Currently, we provide for community docker images at:
[1] https://quay.io/repository/wsiqueir/dashbuilder-runtime

We should promote this image as a supported artifact allowing users to consume them on OCP.

Non-goals
We will not provide images for Dashbuilder Authoring. For authoring, users should use Business Central images.

Acceptance criteria
Users are able to run dashbuilder standalone on OCP in the same way that they currently use business central images.
