Unify freemarker version to the one declared in kie-parent and update at the same time to the latest one 2.3.28 if possible.

We had special internal build for 2.3.26-jbossorg-1 due some parallelism errors in maven build, but we reduced the threads before due some not thread safe building so this should not be now affecting us and we should have limit this internal versions in our build. The patch introduced by AF-600 wasn't accepted by Freemarker project.
