API for Experimental LayoutDragComponent

Create a API for Experimental Layout Editor Components.

If a Layout Editor Component is annotated with @ExperimentalFeature (an AppFormer Core API annotation - org.uberfire.client.annotations), layout editor should automatically check if user has this experimental feature activated.
