This card is for the Push Notifications Service to make use of an external DB.

The proposal is that a field for the external DB URL be added to the Push install CRD. This can be populated;

• manually if running outside RHMI, or
• via the RHMI operator (if it requested the creation from the Cloud Resources Operator).

The exact approach should be agreed with RHMI ENG team to ensure that we are all aligned.
