As an SRE, I want the MDC Operator to automatically handle upgrades of the operand.

This card comes from the RHMI Gating Process requirements doc.

This cards needs a discussion and alignment with RHMI Engineering, to ensure that their asks are fully understood.

Acceptance Criteria

1. Minor & Patch upgrades to be fully automated
2. If downtime necessary as part of an upgrade, explain it through documentation
3. A version of the operator should handle one version of the operand (the service version), potentially one major version.
