As an SRE, I want the MSS Operator to automatically handle upgrades of the operand.

This card comes from the [RHMI Gating Process requirements](https://docs.google.com/document/d/1Azmn0g0mUkPtUEfTcG8AUobbjcOrtjM_6E3ANpgcLjQ/edit#) doc.

This cards needs a discussion and alignment with RHMI Engineering, to ensure that their asks are fully understood.

We can use this card to replace the imagestream & DC stuff with Deployments & hardcoded image references (hardcoded in whatever location that is standard, so that automation can update it).

We'll need to handle removal of those unneeded resources as part of the upgrade in this release (we don't have to watch them any longer probably too).

We need to test that the stuff is removed correctly, and the new stuff comes up as expected. This would involve changing the e2e tests.

Acceptance Criteria

1. Minor & Patch upgrades to be fully automated
2. If downtime necessary as part of an upgrade, explain it through documentation
3. A version of the operator should handle one version of the operand (the service version), potentially one major version.
