Provide jenkins docker file with our custom configuration and plugins we require.

Goals

Provide jenkins docker file that would allow us to customize jenkins configuration and add additional plugins to the setup.
This would provide base for all jenkins development (our custom plugins, configurations)
We would need to create Centos based dockerfile for now.
As final step we would need to publish image to dockerhub (public)
