Currently the only implementation of a ServerDataStore is an InMemoryDataStore.

This task should provide a persistence storage implementation. We can provide multiple optional implementations and users are free to implement their own as well.

Before starting work on this task a decision should be made on what to use this first persistence storage implementation and update this JIRAs description accordingly.
