Upgrade UPS CI/CD to follow conventional commits

UPS previously has had a rather manual release process, we would like to adopt a rolling release with conventional commit based versioning. mziccard has done amazing work on this with the react-native client.

Goals of this are
 * UPS is versioned in quay using conventional commits

 * UPS github.io docs are updated with every commit to master

 * UPS resources in maven central are updated with every release
