Update the operator to create it's own monitoring resources

Context
Currently some monitoring resources (Prometheus Rule and Grafana Dashboard) for monitoring the operator itself are created from templates.
We updated the operator to create it's own Service Monitor as part of an update to the operator sdk version.
This is done via Make commands in the operator repo or via templating in the integreatly installer.

The linked epic is about moving those resources into the operator. That is almost completed for the application level monitoring resources.

After discussion with dffrench@redhat.com he's suggested that we discuss this at an overall operator monitoring level as the approach could be consistent across each operator.
