An OperatorPolicy should report when inputs are invalid

      When an OperatorPolicy refers to a namespace that does not exist, or when the subscription/operatorgroup specified in the policy provides an invalid field value (for example specifying "YesPlease" for InstallPlanApproval), the policy should become NonCompliant, with a message and status explaining the problem.
