Description of problem:
Pull secret named open-cluster-management-image-pull-credentials missing in open-cluster-management-agent-addon namespace which is causing a warning event in cluster-proxy-proxy-agent pod.
Warning FailedToRetrieveImagePullSecret 2m22s (x52 over 63m) kubelet Unable to retrieve some image pull secrets (open-cluster-management-image-pull-credentials); attempting to pull the image may not succeed.
This series of warning event causing below test case failure in openshift-conformance test suite.

Steps to Reproduce:
- Need to install MCE version 2.5.0-57 in an openshift cluster, the warnings will appear in cluster-proxy-proxy-agent pod in open-cluster-management-agent-addon namespace
Actual results:
open-cluster-management-image-pull-credentials secret missing in open-cluster-management-agent-addon namespace
Expected results:
open-cluster-management-image-pull-credentials secret should be populated when MCE bundle is installed.
