The documentation for "Upgrading your cluster" is in the wrong section. Currently it is located as section 1.3.3: https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.9/html-single/clusters/index#upgrading-your-cluster
But section 1.3 is titled "1.3. Installing and upgrading multicluster engine operator". That section is just about how to install and upgrade the operator that provides MCE. It has nothing to do with managing clusters.
"Upgrading your cluster" should be moved into section "1.5. Cluster lifecycle introduction", since upgrading openshift clusters is a fundamental part of cluster lifecycle.
As of ACM 2.5, the documentation correctly had this section located within the "Managing your clusters" topic: https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.5/html/clusters/managing-your-clusters#upgrading-your-cluster
Then in ACM 2.6, it was relocated within the MCE docs, but still was correctly located in the "1.4. The multicluster engine for Kubernetes operator cluster lifecycle overview" section: https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.6/html/multicluster_engine/multicluster_engine_overview#upgrading-your-cluster
ACM 2.7 introduced this bug, where there "Upgrading your cluster" section was relocated under the "1.3. Installing and upgrading multicluster engine operator" topic.
