Currently, a pipeline that includes an upgrade flow of Submariner located on the ACM QE jenkins.
Since the upgrade flow is important part of regression testing, the Submariner upgrade pipeline job should be available on Submariner jenkins.

That will gain us the ability to control the execution of the job and completion of test matrix as part of the release testing.
