Value Statement
A MCE or ACM cluster administrator needs to have a single pane of glass view of the current cluster capacity and estimates of how many hosted control planes it can host by factoring in CPU, memory, and etcd storage based on the workload characteristics and the expected Queries Per Second (QPS) rate to the KubeAPI server.
This story is to update the hypershift addon agent to calculate the best estimates of how many HCPs the cluster can host based on studies performed by performance and scale team's sizing guidance. https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.9/html/clusters/cluster_mce_overview#hosted-sizing-guidance. Then generate prometheus metrics and display the calculation results on a OCP console observe dashboard dashboard.
