Enhance the handling of the MCH CR status when the "mch-pause" annotation is applied

      If the "mch-pause" annotation is not applied or set to false, the MCH CR status should remain as "Running" (current behavior).

      When only the MCH CR has the "mch-pause" annotation set to true, update the MCH CR status to "Paused" (currently incorrectly reflected as "Running").

      If the MultiClusterEngine (MCE) CR instance has the "pause" annotation set to "true," adjust the MCH operator status to "Running" (currently incorrectly set to "Pending").
