Epic Goal

Introduce the ability to create HCP clusters for the OpenShift Virtualization Platform using the web console. 

Why is this important?

Today, the UI points people to using the hcp cli to create HCPs for the OpenShift Virtualization Platform. This provides a disjoint experience, where users have to create their HCPs for OCP Virt using the cli, but are then able to view then in the web console.

we'd like users to have the ability to drive the creation, management, and destruction of these HCPs from the web console.
